Mission Statement
To provide a centralized financial management function directed toward the control and judicious use of financial resources.

Function
The Department of Finance manages and accounts for the City's financial resources. This department prepares and monitors the annual budget, invests city funds to protect assets, maintains liquidity and maximizes income in compliance with all governing financial and accounting laws.

Public Information

  The Department of Finance meets on a bi-weekly basis with City Council's Finance Executive Committee. The public is welcome and encouraged to attend these meetings.
  Public Hearings regarding budget proposals and citizen requests are held during the budget preparation process each fall. The hearings are held at locations throughout the City.
     
    Bureau of Accounting & Budget Administration
Function

The Bureau manages the accounting system for all agencies, pays the City's non-profit payroll obligations and administers all City grant accounting, financial reporting, risk management, fixed asset accounting, and financial systems management.

Bureau of Budget & Management Analysis
Function

The Bureau provides City government a central budget system. In addition, the Bureau provides independent analysis and evaluation of resource allocation issues and produces financial data for public dissemination.

Bureau of Financial Analysis & Auditing
Function

The Bureau provides financial planning and analysis, administration of debt structure, economic analysis, and cash forecasting investments and financial compliance auditing.

Bureau of Employee Benefits
Function

The Bureau administers the City's payroll, pension, insurance and other employee benefit programs as well as counsels employees considering retirement and insurance programs. Additionally, this bureau is responsible for processing and distributing payroll and pension checks in a timely manner.

Bureau of Treasury
Function

The Bureau administers
billing and collection of City revenues and coordinates the daily deposit and accounting of all receipts. The bureau records and collects all executions due to the City and enforces various business licenses and tax ordinances of the City.

Office of Grants Management
Function

The Office of Grants Management manages money allocated to the City of Atlanta from the federal Department of Housing and Urban Development (HUD). These funds are Community Development Block Grants (CDBG), Emergency Shelter Grants (ESG), Home Investment Partnership Program (HOME) and Housing Opportunities for Persons with AIDS (HOPWA).
