Councilwoman Muller has been a city representative since 1990. In that time, she has made a name for herself through her interest in environmental issues.

Her legislative initiatives have included co-sponsoring legislation to preserve Atlanta's trees, to establish bike trails throughout the city, and to begin citywide recycling and composting. Clair also spearheaded a Waterways Task Force to seek federal funds for regional flood control projects. Additionally, Clair is committed to identifying and securing more green space for city parks, and to improving pedestrian access to parks and neighborhoods through the installation of sidewalks.

A 1986 Leadership Atlanta graduate, Clair completed the Regional Leadership Institute training in l996. Councilmember Muller is a member of the Zoo Atlanta Emeritus Board of Trustees. Clair is an alumna of Agnes Scott College and now serves as a member of their Board of Trustees. Ms. Muller also serves on the Advisory Council of the Atlanta Children’s Shelter and the Advisory Board of CHRIS (Children Have Rights In Society).

Councilmember Muller is a former president of the North Buckhead Civic Association and has also served on its Advisory Committee. She is a former member of the Board of Directors of the Junior League of Atlanta.

Councilmember Muller has been active in the Georgia Municipal Association (GMA) and the National League of Cities (NLC). She currently serves on GMA’s board and chair’s one of GMA’s committees-the Environment and Natural Resources Policy Committee. Clair serves on NLC’s Energy, Environment and Natural Resources Steering Committee. Additionally, Clair serves on the Atlanta/Fulton County Water Resources Commission and on the Atlanta Regional Commission’s (ARC) Board and ARC’s Transportation Air Quality Committee.

Clair is affiliated with a variety of organizations which include the Georgia Trust for Historic Preservation, the High Museum of Art, SCITREK, the Georgia Conservancy, the League of Women Voters, the Atlanta Women’s Network, the Georgia Woman’s Political Caucus, the Atlanta Historical Society, and the Atlanta Botanical Garden.

Councilmember Muller is a member of Trinity Presbyterian Church. She and her husband Thomas have two children, Catherine and Anne.
